*nodnod* ... it's a very far-reaching problem, and one would hope that eventually enough sane people in power will address the issues far and wide... If anything, I'd agree with the critique that (as fine a job as they do being exploratory), they could have gone further to point that out... and suggest the interventions (such as in Rhode Island) could be well put to use in so many other locations to help try to solve the problems.. not just in Seattle..
Yeah, I think the issue in Seattle has been that it got "really bad." I don't know if it is the same in Rhode Island but sure, never hurts to explore lessons-learned (as they say) from other areas.
