Yeah, a friend of mine from the NW sent that to me when it was new. Heavy drug abuse happens everywhere, not just in Seattle. It may indeed be one of the factors that contributes, but ultimately the fact that the region's unwillingness to uphold the law seems to be the reason it's gone from being a concern to being a crisis. As much as I hate to say it, I suspect much of the "blame" lies with the excessively liberal ethos of the area in the first place.
*nodnod* ... it's a very far-reaching problem, and one would hope that eventually enough sane people in power will address the issues far and wide... If anything, I'd agree with the critique that (as fine a job as they do being exploratory), they could have gone further to point that out... and suggest the interventions (such as in Rhode Island) could be well put to use in so many other locations to help try to solve the problems.. not just in Seattle..
Yeah, I think the issue in Seattle has been that it got "really bad." I don't know if it is the same in Rhode Island but sure, never hurts to explore lessons-learned (as they say) from other areas.
